Theoretically it works if it was not a but. The moment you turn on the lamp the filament will be cold and with it its very low resistance. Thus, even with only half the half-cycles, the initial current will be much higher than expected with 110 V and this may cause the lamp to burn immediately. If it survives this initial impact, it can function normally ...
