This circuit is from a Popular Electronics from July 1990. The magazine no longer exists, but the circuit can be easily assembled, as all components are still common. The 1458, for example, consists of a double 741 and the 567 is a PLL. The circuit can have the potentiometer calibrated to give the direct value of capacitance Cx.
