This conventional configuration of source stabilized with zener and transistor was found in a publication in 1976. The transistor can be the TIP31 with a heat radiator and the diodes are 1N4002 or equivalent. The zener is 18 V x 1 W and the transformer must have a secondary of 24 or 25 V with 1 A of current. This power supply has no short-circuit protection at its output.
