What this circuit does is to detect when a signal reaches a certain value determined by the two married zeners diodes connected in opposition. The circuit is from the National Semiconductor's Linear Applications Handbook of 1994. The circuit can be designed with other operational amplifiers and requires a symmetrical power supply.
