We found this circuit in a 1995 publication. It applies to transceivers in the citizen's range (11 meters or 27 MHz) being connected between the transmitter output and the antenna to obtain the best SWR (Standing Wave Ratio). The circuit must be calibrated based on another similar instrument or on a transmitter whose SWR in operation is known.
