The purpose of this circuit is to allow common analog multimeters to measure low resistances, on the order of 0.1 ohms with good accuracy. The circuit measures the voltage drop in R1, which must be low tolerance, using a low current scale of the multimeter. Thus, with this circuit, a current of 0.15 uA is equivalent to a resistance of 1.5 ohms.
