The OR function has the truth table shown next to the diagram in the figure. We have the output at level 1 when an input OR the input is also at level 1. For the two inputs at level 0 we have the output at level 0. We can achieve this function using 3 of the four NAND gates in the 4011. What we do is use two gates as inverters and one gate in its normal function. This leads us to an equation shown in the figure itself.
