In this circuit the frequency is determined by the coil and the variable capacitor. Transistors like the BC558 can be used for frequencies up to a few tens of Megahertz. The circuit is from an American documentation from the 70s and the power, depending on the transistor, can be made with voltages from 3 to 12 V.
