The circuit shown here uses a flip-flop found inside the 4048 to divide the original frequency produced by the VCO by two. This allows the designer to get two signals with different frequencies: the original and the frequency divided by two. The operation principle is the same as the circuit in Figure CIR108E and the frequency can be calculated as described there.
