Yes, there are attenuating or voltage divider tips that allow lower voltage instruments to measure higher voltages, such as multimeters. These tips are formed by dividing networks with resistors, for example, by 10, where voltages of 1 200 V, for example, appear as 120 falling within the range of the instrument. In the case of an oscilloscope, the tips must be specific to be able to work with high frequency signals without deformation.
