This circuit was obtained in a 1991 Electronics Handbook of 1991. The publication no longer exists, but this circuit is still useful, being able to generate a signal of 20 MHz controlled by crystal, but whose frequency can be altered appreciably by an external control voltage. Equivalent varicaps such as BB808 can be used. The transistor can be 2N2222 or BF494.
